The Council of Scrutators was the ruling body of Santhenar, throughout the Lyrinx War. The Council was only kept in power by the unending war with the lyrinx and secretly prolonged it so as to maintain their control of the world. The Council was created by the Numinator, from the remanants of the Council of Santhenar, as a means of furthering her personal causes.
